Description

This PR includes utest related changes to:

• change utest to opnReqTest (operation requirement test)
• run the cpld_control_p7 restart test: ./opnReqTest -n cpld_control_p7 -c rst
• use rt.conf instead of utest.bld
• modify read the docs documentation page
