Description

This PR only updates the CCPP Physics and Framework submodules to pull in NSSL MP ORT bugfixes and a new debugging (python) feature of ccpp-framework.

The CCPP Physics bugfixes are also part of NOAA-EMC/fv3atm#514, ufs-community/regional_workflow#708, and #1158, but are included in this PR since those PRs are on hold and this will at least get the bugfixes merged in preparation for the upstream PRs.

@grantfirl since one baseline changes I'll just run new baselines for that one test. Please change BL_DATE to 20220511.

@grantfirl I got the CRAY RT done so I brought in the BL_DATE change myself. Gives me a head start for AutoRT jobs.

    Compute petlist bounds for each subcomponent from number of tasks. Update CICE (ufs-community#1200)

    * Instead of specifying petlist bounds (lower and upper bound), compute them using the number of tasks for each component. The function that computes petlist bounds assumes that the mediator always runs on the same tasks as ATM component, and that the Chemistry component also always runs on the same tasks as ATM.

* Add UFS driver, a copy of two fortran files from the NEMS repository. Remove NEMS submodule.

FV3 nuopc cap code cleanup. Remove used code/variables. Fix minor inconsistencies.
