This is a bug fix for running the WE2E tests on Hera. The non-existence of this path is causing failures after the path has become unreadable.

Cheyenne is no longer available, all NCO mode tests have been removed from the WE2E test suites, and the grid_RRFS_CONUS_3km_ics_FV3GFS_lbcs_FV3GFS_suite_GFS_v15_thompson_mynn_lam3km test successfully runs. Closing obsolete issue.
