Update FVCOM code to handle sub-domain restart files using multiple c…

…ores. (#624)

The large domain FV3LAM generates multiple sub-domain restart files
instead of a single file. Update FVCOM to work with sub-domain restart
files and with multiple cores.

Update the unit test for sub-domain files and to check new variables
processed by FVCOM (roughness length and sea ice depth).

Fixes #623.
