Bump testchipip for improved TLSerdesser

• Removes tsiHost, as that is now unused in favor of the lightweight uart_tsi utility
• Removes bringup-vcu118
• New TLSerdes does phit/flit based flow-control
• Deadlock-free TLSerdes
• Efficient burst compaction when serialized
