refactor: core team member message

The error message was overly verbose and vague. This feature is for letting core team members only to /start on a task. Changed to the following:

You must be a core team member to start this task

I was having some problems with lint-staged so it appears that I accidentally committed everything in a single commit.

Changes:

• Clearer error message for team members only to be able to start
• Ran formatter and fixed cspell

No dice on regenerating lock file.

Upgraded my local bun from 1.0.27 to 1.1.42 and lock file works. No clear instructions were shown for this so I'm not sure what we can do for other contributors.
