Move ETLv2 job files from xdmod-xsede to xdmod repo

Move ETLv2 job ingest/aggregation files from xdmod-xsede to xdmod repo as a foundation for Open XDMoD cloud development.

Motivation and Context

These files are no longer XSEDE-specific.

Tests performed

Re-built code and ran XSEDE job ingestion.
