Add a release workflow, bump the version, and generate the changelog.
The release workflow is pretty basic (doesn't run tests beyond
twine check). It is activated by creating atreq-*tag.I have created a corresponding pending trusted publisher on PyPI.org.Once this is merged I will tag
treq-24.9.0.Fixes #397.
