Remove docker-compose install

Migrate the template to use Docker Compose V2. Docker Compose V1 has long since stopped receiving updates.

I know it's been a bit delayed, but have also been working on a few fronts to update and heavily simplify our Docker setup and config soon. The biggest question I think is when to pull the plug and install Compose v2 since all our docs still use v1. I have some ideas and I'll touch base with you and the team on the planned changes, some of which this addresses 😃

So let's hold off on the docker-compose -> docker compose stuff for right now since I want us to get a group to test a new script by end of next week. All good removing the compose "version" lines and adding quotes to the JWT env var in the meantime!
