Motivation

Moves Transfer and Fill Complete (TAFC) to device. Builds for UVM enabled/disabled now.
Addresses #11693 and #11694.

Stakeholder Feedback

N/A

Testing

Tested local CUDA builds, with and without UVM enabled.

Improved version of #12036, which was reverted by #12115 because downstream apps still enable UVM.
