This PR bumps the packaged rclone version to v1.60.1. The changelog is available [here](https://rclone.org/changelog/#v1-50-2-2019-11-19). The new version includes several fixes related to S3 storage that we need to upload files to local MinIO storage. This PR also bumps the base image version to Alpine-3.17.0.
