Expected Behavior

When running tilt up and browsing to the provided URL, the Tilt interface should load

Current Behavior

When on a disconnected network (no internet access) or behind a proxy, Tilt does not load because it cannot download static assets from Google: ie. https://storage.googleapis.com/tilt-static-assets/v0.22.5/index.html

Steps to Reproduce

  1. Follow start tutorial on a kube cluster without internet access

About Your Use Case

I'm trying to run Tilt on a network with hardened security (DevSecOps supply chain protection)
