[RS-2246] Add waf default core ruleset as configmap

Description

Add WAF default core ruleset as a config map. This replaces the built-in ruleset in dikaste, as part of the PMREQ-704 - WAF - Ability to View Rules work.

For PR author

• If changing pkg/apis/, run make gen-files
• If changing versions, run make gen-versions
