Description
In the tier4/autoware.universe repository, we will no longer inherit the CODEOWNER settings from autowarefoundation/autoware.universe. Instead, reviewers will be manually assigned. To implement this change, we will rename the CODEOWNER file (rather than deleting it, to avoid conflicts during future merges).
