Sieve addon does not respect the proxy configuration defined in Thunderbird #15

When you connect a server through a socks proxy. It doesn't look like the Sieve addon is respecting the proxy configuration defined in Thunderbird.

As the protocol handler is implemented as module, it's perfectly fine to
have a "global" constant with the protocol scheme. It won't pollute the
name space...
