In general, not all rules should be extracted:

Rule filtering #38 is about :focus and other non critical selectors which can be removed from "critical-styles"
Unlock selectors on discovery #30 is about nested selectors, like .lightTheme body, which are only applicable if .lightTheme was already introduced
