I'll try to find someone to test it, but I'm traveling in Europe for work
for a few weeks and my office closed so I don't have a Linux machine right
now. So "soon"(tm).

This PR adds the ability to use TF Lite on arm platforms (windows, linux). For this the install steps have been updated.
I tested it on linux but it should work on windows.
Important: This will break the package for current users, therefore, a note is important
