Currently our manylinux1 packages are breaking spec. This is the same issue for TensorFlow core and many other pip packages with C++ linking. Creating this issue to track the problem and we'll make the switch once the new BUILD toolchain is finalized.

Re-opening as there is a bug in loading ops that are manylinux2010 repaired. Waiting on this issue:
tensorflow/tensorflow#31807
