[TEP-0096] Propose deprecating ClusterTask #764

This commit updates TEP-0096 to specify that ClusterTasks should be deprecated in favor of remote resolution. We are already not planning to bring ClusterTasks into v1, but this change will allow us to make the future of this CRD more clear to users.
