Editorial: more changes to conform with ECMA format #159

This PR has additional editorial changes needed to make the web spec consistent with the 2024 PDF.

  • Use consistent casing throughout (e.g., sections, titles)
  • Must -> shall
  • Move some references to bibliography section, adjust references section to match PDF
  • Adjust boilerplate to ensure section ordering at end (index, bibliography, license) matches PDF
  • Add JSON normative ref

Possible additional TODO:

  • Should we have an "Annex A" heading in the web version too?
  • Keep the issues list or remove it?
  • Formatting of individual references in bibliography/normative refs

This has been already merged in the PDF version sent to Ecma
