* Use consistent casing throughout (e.g., sections, titles)
* Must -> shall
* Move some references to bibliography section, adjust references
section to match PDF
* Adjust boilerplate to ensure section ordering at end
(index, bibliography, license) matches PDF
* Add JSON normative ref
