user details: clarify permissions around contact methods

What problem would you like to solve? Please describe:
Currently, test and verification actions are shown for all users; they should only be allowed for the current user (to send to their contact methods). This needs to be clarified in the UI.

Describe the solution you'd like:

• Remove the Reactivate buttons if not the current user
• Disable Send Test & Verify menu options if not the current user
• If disabled, add title text or subtext explaining it is only available for your own CMs
• Ensure both the test & verify actions have permission checks against user ID (no admin override)

Describe alternatives you've considered:
It has caused customer confusion, but otherwise, things work.
