This PR adds the first draft of the Centralized Exchange (CEX) integration guide for Toncoin (TON).

TON CEX Integration Checklist

  • Prerequisites — system, hardware, provider setup
  • Hot Wallet Setup — create, fund, deploy testnet wallet
  • Liteserver Node & Configuration — install, firewall, sync, connect SDKs
  • Memo-less Deposit Setup — keypair, wallet address, monitoring, deployment
  • Withdrawals — wallet v3 flow, highload wallet v3 batching
  • Finality & Traces — confirm deposits/withdrawals, handle edge cases
  • Post-Merge — docs navigation, reviewers notified, follow-ups logged
