guided setup should support firefox containers

Guided setup now prompts if you want to use Firefox
containers.  If you say no, then you'll get the older
workflow for UrlAction.

Non-Firefox container workflow now prompts if you want
to use a non-default browser.

In the past you had to remember to manually run `config`, but now
we can auto-detect changes when the cache is updated.
