[feature] Implement reports admin API so admins can view + close reports

This pull request implements the following API endpoints:

• GET /api/v1/admin/reports - admin can view + page through reports
• GET /api/v1/admin/reports/{id} - admin can view one report
• POST /api/v1/admin/reports/{id}/resolve - admin can mark one report as 'resolved' and include a comment which will be visible to the user who created the report
