It will emit pre-computed `LedgerCloseMeta` from a chosen `DataStore`. The stream can use `ApplyLedgerMetadata` as the origin of `LedgerCloseMeta`, providing a callback function which acts as the next operator in the stream, receiving the `LedgerCloseMeta`.
