Description

What is the purpose of this pull request?

This pull request:

• Adds a C implementation for the @stdlib/stats/base/dists/arcsine/stdev package.
• Introduces a native Node.js addon interface to call the C implementation from JavaScript.
• Implements benchmarks and examples for C.
• Adds necessary build and configuration files to compile and run the C implementation with the project's make commands.
