The
--terminal-total-difficulty
override was created mainly for the mainnet transition, in case there needed to be a last-minute change in the TTD in the lead-up to the mainnet merge (e.g., ethereum/consensus-specs#2645) without a coordinated distribution of a half-dozen new client versions. It is not, and never was the primary mechanism, and was not used by any EF or Gnosis network.
At this point, all networks of interest have been merged, and it's better to remove this UI/UX compatibility surface before any release, before it's relied upon even accidentally.
