• Update package metadata in setup.py #403

Description:

• Updates author info
• Adds project URLs for documentation, Issues page, and GitHub Discussions page. All of these will show up as links in PyPi.
• Includes LICENSE file in package distribution
• Sets minimum Python version at >=3.6
