RAD-176: Add ref_file entry for reference pixel subtraction reference file

This PR adds ref_file entry for reference pixel subtraction reference file.

Tasks

• Update relevant docstrings and / or docs/ page.

  • Update relevant roman_datamodels utilities and tests.
