This PR makes changes to the seed image creation for non-sidereal observations. The option for manually-input RA, Dec velocities in the source catalogs remains, but we add an ephemeris_file column as well. If the name of an ephemeris file is given (development was done using an ephemeris file from Horizons), then the information in that file is used to compute the source velocity for each exposure, based on the input observation date and time.
