Create an environment status dictionary for STIPS #87

STIPS should have an environment status dictionary (or function that creates one) on import, which provides information such as:

  • STIPS version
  • STIPS_DATA location
  • STIPS data version
  • Pandeia version
  • Pandeia data version
  • pandeia_refdata location
  • webbpsf version
  • WEBBPSF_DATA location

Possibly there should also be a convenience function or two that make a string out of this information. This will hopefully make it easier to compare versions and environments when (e.g.) a particular version works for one person but not another.
