update grpc to version that excpected to solve our bug #1431

we're having some trouble with grpc server/clients in the cloud. it seems like this is addresses in multiple issues in the grpc repo (eg. grpc/grpc-go#2663 )
let's try updating to a recent version in both server and client before taking unconventional steps.
