does tax metagenome work with output of tax annotate? #3537

as our gather files increase in size, it is surprisingly slow to run tax metagenome, even with a sqldb. it might be nice to take advantage of tax annotate output as input into tax metagenome so that we don't have to keep recomputing stuff.
