This PR implements changes per discussion at the MATLAB tools WG and demonstrated in the ORviewer interface notebook.
It has a proseco companion sot/proseco#263.
Because this change is already big, I'm merging now so subsequent discussion or problems will be against master. I'm planning a name change shortly.
