Why I did it
PR pipeline for 202311 branch is broken. Root cause is sonic-mgmt-common does not have 202311 branch, and we can't build sonic-gnmi with sonic-mgmt-common master branch.
How I did it
Specify commit id for sonic-mgmt-common in pipeline.
How to verify it
Run pipeline for sonic-gnmi.
Which release branch to backport (provide reason below if selected)
