[Arista] Update Arista submodule and remove building python2 for Arista #8890

Why I did it

For Bullseye debian release support.

How I did it

Removed building the python2 package logic for Arista, as well as update Arista submodule to not build python2.

How to verify it

Verified internally that image still builds for buster.

Hi, I see only "kvmtest-t0" has a timeout. It looks like an infra issue perhaps? The builds have passed. Thanks.
