Why I did it
Encountered issue FRRouting/frr#10404 with master/202205 branch after upgrading to FRR 8.2.2.
How I did it
Porting FRRouting/frr@2cf7651 and adapt it to the SONiC checkout point of FRR 8.2.2.
How to verify it
PR test and other offline tests.
