Add env var default override to eth-beacon

Description

Recent job using eth-beacon had a payload exceed the default limit (1MB) set in the Fastify server. Added an env var default override to set the payload limit to 5MB to allow for the growing request size the adapter is used for.

Changes

• Set MAX_PAYLOAD_SIZE_LIMIT to 5000000 in envDefaultOverrides

Quality Assurance

• This is related to a maximum of one Jira story or GitHub issue.
• Types are safe (avoid TypeScript/TSLint features like any and disable, instead use more specific types).
• All code changes have 100% unit and integration test coverage. If testing is not applicable or too difficult to justify doing, the reasoning should be documented explicitly in the PR.
