SozialMarie award public voting

Zdravniki sledilnik got nominated for the SozialMarie award🥳

One of the competitions is a public vote. We would like to inform our users about this vote by creating a banner that will alert them and ask them to vote for us.

This banner should be visible enough for the users not to scroll by, but should not hinder the user experience too much.

The link of the vote and short text will be added later by Marko or Barbara (on slack).

The voting will take place between 9/4 and 16/4. The banner should be on the site 7 days before and should be removed on the 17/4.
