  1. Prepare tuf-on-ci metadata directory 

    This is the result of running docs/migration/prep-import.py.
* Metadata is copied from repository/repository/metadata
  to metadata/
* There are changes in directory structure filenames and
  whitespace only: This is still functionaly the same repository
  content
* This preparation step can (and must) be done again when online
  signing changes snapshot or timestamp.

  2. Add a warning note to README 

    The previous commit only adds another directory with metadata... but
I don't think it makes sense to try to document both legacy and future
project structures at the same time.
