Add basic repository structure

This adds various repository structures for future development.

It adds the basic outline for:

• How to contribute (as well as added sections into the book)
• How to reach out for security issues
• Issue and PR templates
• Editor configs to ignore build directories etc
• Basic CI and templates for more advanced CI
• A makefile to compile, test and clean the project that can be extended
• Scripts to work with CI
• Templating for release structures and docker builds

A lot of these files will need to be corrected and tweaked. Especially once the name change of this repository comes in. However, i think its useful to have them added in early, so we can modify as we go.
