Introduces the scaffolding for an upcoming SFx Smart Agent receiver capable of "wrapping" existing monitors. These changes are nonfunctional but the included readme provides a high level description of the effort.

Not included, but upcoming additions will be:

  1. Dynamic SA monitor config* creation.
  2. Core receiver functionality with logging SA output writer.
  3. SFx -> pdata translation in output writer.
  4. Necessary polishing and prep work.
  5. Component addition.
