Add New "Web Scraping" Section with Simple Example

I would like to build a new section for Web Scraping. It currently does not exist in this repository and I believe it is very valuable computer science knowledge.

I am ready and willing to begin building a Web Scraping section. The first steps to take will be to create a simple overview of what Web Scraping is and why it's useful. Then I will build a simple Web Scraping example with a step-by-step guide and corresponding example code.

When these first few steps are finished, I will submit it as a pull request and then it can continue to be built out into more examples and deeper topics.

@jakenybo Web scraping is closely related to web technology, as it involves extracting data from websites and web pages. You can place your new section on Web Scraping under "Web Technology".

@shhossain, i just put quite a few hours in today working on the new Web Scraping section. i created an overview document of Web Scraping and i am now working on a simple Web Scraping example. i will be going out of town later this week, but i hope to get this issue pushed up for review sometime next week if all goes well

let me know if there is anything more for me to do on this issue. i will soon be creating another issue to continue building out this new Web Scraping section with further explanations and examples
