In order to minimize irrelevant churn in future PRs, this changeset globally applies Riders default code formatting and switches the language version to C# 10.
Warnings-as-errors is also now enabled; I've added
#pragmas to the locations where documentation or other non-trivial work is required to remove existing warnings.
