Update deploy manifest for new backend init step #25

Sensu Go 5.16 adds a database seeding or initialization step for new installations. The deployment manifests in this repo should be updated to include this step so they will be compatible with 5.16 and later.

I suspect https://docs.sensu.io/sensu-go/5.16/getting-started/sample-app/ will need updating once this is implemented
