ci: add gentx validation #21

Overview

This PR attempts to deliver the followings:

  • A script in Go that collects gentx's and validates them
  • Dockerized local dev environment
  • A CI workflow

Testing

$ docker build -t validate-gentx .
$ docker run validate-gentx
