PyVMAX v0.8.2 full API implemented

This is somewhat of a milestone, in that the complete API has been implemented as described for Unisphere V8.2.0.5. While there's still more work to do fleshing out some good test cases and examples, the API functions are basically complete, and ready for the world to test.

Mostly feature complete REST API implementation... with a few exceptions ;-)
Refined example code and added example performance data reporting

PyMAX v0.2

changed project name to PyMAX and added rudimentary testing. Still need to flesh out the rest of the API calls. Once others get involved I wouldn't be surprised by a major restructuring of the code... will see.
