Create WorkItem (#4400)

* Create WorkItem Just as basic as the others. Wanted some category that's neither bug nor proposal. Just work to do; feature, performance enhancement, etc. * Update WorkItem Apparently "Name" can be a phrase, so...making it nicer on the eyes.
