Updating static param.nml regularly #105

After adding the capability to use the local param.nml so that pyschism can be used on no-internet HPC env, the template file hasn't been updated. I suggest updating the param.nml at https://github.com/schism-dev/pyschism/blob/main/pyschism/param/param.nml regularly. Or somehow link to original schism repo such that during pyschism build the latest is pulled correctly.

For example the currently old param.nml template results in the PaHM input parameter not to be written to the generated param.nml
