Fix test program bug and publish migrate/editor.

This pull request includes updates to version numbers in various package.json files and some changes to the backend implementation in the clone-and-propagate feature. The most important changes are:

Version updates:

• packages/editor/package.json: Updated the version of @nestia/editor to 0.9.3 and @nestia/migrate to 0.21.3. [1] [2]
• packages/migrate/package.json: Updated the version of @nestia/migrate to 0.21.3 and several dependencies including @nestia/core, @nestia/fetcher, and @nestia/sdk to 4.0.4. [1] [2] [3]
• website/package.json: Updated the version of @nestia/editor to 0.9.3.

Backend implementation changes:

• test/features/clone-and-propagate/src/Backend.ts: Modified the Backend class to use NestFastifyApplication instead of INestApplication and registered FastifyMulter. [1] [2]
• test/features/clone-and-propagate/src/controllers/MultipartController.ts: Changed the MultipartController to use FastifyMulter instead of Multer.
